“From early last December until late August 2020, 13 casinos operated in Pennsylvania. Twelve casinos operated legally: Licensed, inspectedregulated, and heavily taxed, as required under the state’s laws. But the 13th casino was none of those things.

And yet Windfall Amusement’s 777 Casino in tiny Kenhorst Borough in Berks County operated in plain sight between a dollar store and a pawn shop. And it operated with its host community’s approval.”
